Except for the information set forth in Section 4, 5, and 6, any person may browse this website without entering any personal information. However, to complete a donation, the following data is collected through providers designated by the City:

  • Data provided to the Donation Platform Provider: Name (optional), email address, and country/region (optional).

  • Data provided to the Payment Processor: Credit card details, transaction logs, and identifiers necessary for fraud prevention.

  • Data collected by the City of Kyoto website: Functional cookies required for session management.

Note: Except as described in Section 2(2)v, no direct personal information records are stored within the City's internal network.

(2) Purpose of Use and Legal Basis

The City of Kyoto processes personal data for the following limited purposes: 

ⅰ. Secure execution and management of credit card donations.

ⅱ. Sending donation confirmation notices, letters of appreciation, reports, and other notices regarding the donation, or responding to inquiries upon request.

ⅲ. Transmission of necessary data to the operators entrusted with the operation of this page and payment processing.

ⅳ. Improvement of services and the appropriate operation and management of this website.

ⅴ. Publicizing donation facts, and the provision of information from the City (only when explicitly requested by the donor).

The legal basis for this processing is the explicit consent obtained prior to the submission of your donation. For residents of the EEA and the UK, this processing is legally based on your explicit consent pursuant to Article 49(1)(a) of the GDPR.

(3) Restrictions on the Use and Provision

  • Your data is shared directly with the operators entrusted with the operation of this page and payment processing under strict data processing agreements.

  • We will not use or provide personal information held by the City for any purpose other than those stated above, except in cases based on overriding statutory obligations under Japanese law (e.g., public finance auditing) or where the identifiable person has given explicit consent.

3 International Data Transfers and Retention Period

As a public sector entity in Japan, the City of Kyoto operates outside the scope of the EU-Japan Adequacy Decision. Therefore, your data is transferred to Japan based on your explicit consent. Personal data retained by the City of Kyoto itself will be retained only for as long as necessary to fulfill the purposes mentioned above, or to comply with statutory obligations based on the laws and regulations of Japan as well as rules established by the City of Kyoto (typically 5 to 7 years).
